Ms. Best Johnson is Chief Planner at Paragon Consulting Group. She has more than 24 years of experience in land-use planning including permitting, entitlement, due diligence, project management, code development and community engagement.

Ms. Best Johnson began her career as the State Director for the Nebraska Lied Main Street Program, a program established to assist communities with engagement, economic development and revitalization of historic downtowns. She then served as the Long-Range Planner for Weld County where she managed Code and Plan revisions and development, authored and managed grants, and processed land-use applications.

Her career also includes managing land, contracts and obtaining land-use permits for a multi-national construction materials company; developing the organizational – governmental structure for a greenfield Smart City outside of Nairobi, Kenya; providing training sessions and assisting the development efforts for the Kenya Smart City project; leading the Smart City practice and providing land-use planning services for a multi-national consulting group; and acting as the Community and Economic Development Director for communities in Colorado.

Anne is a member of the American Institute of Certified Planners and holds her M.B.A. She is often called upon to assist clients with strategic planning efforts, manages complex multi-jurisdictional projects, and builds best-in-service teams to provide exceptional service to clients.

Ms. Best Johnson has more than 24 years of experience supporting clients in both the private and public sector from project inception through due diligence and entitlement to divestment. Anne takes pride in developing business relationships with clients to develop cost-effective, timely and creative solutions to challenging land use and planning hurdles.
