Mr. Rutherford is a Senior Project Engineer and a founding member of Paragon Consulting Group. He has over 30 years of engineering experience working for three different consulting firms.

Mr. Rutherford has a Bachelor of Science degree in Civil Engineering (1986) from the University of Colorado and a Master of Science degree in Civil Engineering (1989) from Colorado State University. Mr. Rutherford is a registered Professional Engineer in Colorado and Wyoming.

Mr. Rutherford’s experience includes managing RCRA, CERCLA, geohydrologic, water quality, air quality, and underground storage tank projects. While at Paragon and other consulting firms, Mr. Rutherford has provided supervisory and technical support on more than 1,000 projects in Colorado, Utah, and Wyoming.

Specific tasks have included emergency response; tank closure assessments; conducting site assessments; preparation of reports, plans and permit applications; conducting slug and pump tests to evaluate aquifer conditions; performing pilot testing for remedial actions; development of Corrective Action Plans; design of remedial systems; preparation of construction drawings, specifications and cost estimates; coordination of the bidding process; development and implementation of site closure plans; and preparation of reimbursement applications.

Mr. Rutherford worked as a field and laboratory technician sampling and testing air, water, wastewater, and hazardous waste prior to becoming an engineer.
